Financial Assistance for your Sewer Bill: Who Qualifies and How to Apply
In an effort to support our community members in managing their wastewater bills, MSD Project Clear (MSDPC) is proud to offer its Customer Assistance Program. This initiative is designed to provide financial relief to qualifying customers struggling with their monthly wastewater bills. Here's what you need to know about the program, including who qualifies and how to apply.
WHAT IS THE MSD PROJECT CLEAR'S CUSTOMER ASSISTANCE PROGRAM (CAP)?
MSDPC’s CAP program offers a 50% reduction in sewer service rates to qualified applicants. To be eligible, a customer's total annual income from the previous year must be below 200% of the most recent Health & Human Services (HHS) poverty guidelines, according to household size. For instance, a household of four must have an annual income of less than $62,400 to qualify. Disabled citizens and seniors have a slightly higher threshold, with eligibility set at less than 250% of the HHS poverty guidelines, based on household size. A single senior, for example, needs to earn less than $37,650 to qualify.
WHO QUALIFIES FOR ASSISTANCE?
Eligibility for the CAP is determined based on several criteria aimed at identifying households that can benefit most from this assistance. In addition to the income requirements listed above, applicants must meet the following criteria:
Assets and real estate: Liquid assets and real estate must be valued at less than $10,000. This does not apply to homeowners over 62 or disabled individuals.
Residence type: The property must be a single-family home or a multi-unit building with no more than six units.
Account status: Applicants must be current MSD residential customers.

HOW TO APPLY?
- Fill out the application form available at MSDProjectClear.org/CAP
- Submit proof of all income sources for household members and details on liquid assets and real estate holdings, excluding primary residences and vehicles.
- Provide medical certification for disabled applicants, proof of age for seniors, and, if applicable, an acceptance letter from other utility assistance programs like LIHEAP.
- Tenants should include a copy of their rental agreement that outlines their responsibility for MSD sewer charges and a notarized statement from the property owner confirming their tenancy.
Upon approval, the rate reduction takes effect from the first full billing cycle following approval and lasts for two years, with a renewal notice sent out 60 days before expiration. Note that applicants with outstanding balances must arrange payment with MSD to qualify. Relief may be granted on prior delinquent amounts if a customer is applying for assistance for the first time (50% reduction in service charges and fees, and 100% reduction in late charges).
