Notice to Bidders
SEALED PROPOSALS consisting of:
Reconstruct Rudder Road (0.8 miles) in Concrete and Construct Sidewalk.

Located along Rudder Road from Larkin Williams Road to Fenton Business Park Court in Fenton, Missouri
Bids will be received and opened publicly at the Fenton Maintenance Facility, 700 Rudder Road, Fenton, Missouri 63026 at,
10:00 A.M. on Tuesday, October 25, 2022
Any and all bids received after the time specified above will be returned unopened.
The proposed work involves reconstruction of 0.8 miles of Rudder Road in concrete. The project will also include addition of sidewalks, entrance and intersection improvements, curb and gutter, concrete pavement, adjustment of utilities, seeding, striping, and erosion control. All equipment, material and workmanship must be in accordance with the plans, specifications, and contract documents on file with the City of Fenton.
The wage rates applicable to this project have been predetermined as required by law. When Federal wage rates are applicable and included, this contract is subject to the "Work Hours Act of 1962", (P.L. 87-581: 76 Stat. 357) and implementing regulations.
The City of Fenton hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, businesses owned and controlled by socially and economically disadvantaged individuals will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, religion, creed, sex, age, ancestry, or national origin in consideration for an award.
All bidders must be on MoDOT’s Qualified Contractor List per Section 102.2 of the Missouri Standard Specifications for Highway Construction, 2021 Edition including all revisions. The contractor questionnaire must be on file 7 days prior to bid opening.
Contractors and sub-contractors who sign a contract to work on public works projects must provide a 10-Hour OSHA construction safety program, or similar program approved by the Department of Labor and Industrial Relations, to be completed by their on-site employees within sixty (60) days of beginning work on the construction project.
Plans and specifications will be distributed electronically via an electronic link at no cost to the bidder by emailing Mike Dusenberg at Mike.Dusenberg@bartwest.com. Hard copies will not be available for purchase. Bidders may make printed copies of the bid documents (plans, project manual, and a bid packet) at their own expense. When requesting the electronic link, provide your company name, a contact person and phone number, a complete company address, and an e-mail address to be added to the Plan Holders List and for receiving official bidding communications and addenda. If you are not on the Plan Holders List, you will not receive any addenda issued. Project and bidding questions shall be conducted exclusively via e-mail. Any questions regarding this project must be submitted to: Mike.Dusenberg@bartwest.com, by 4:00 P.M. local time on Tuesday, October 18th.
Proposals must be on forms provided.
The project will be awarded to the lowest, responsive, responsible bidder.
The DBE Goal for this project is 10% with no trainees.
